Arizona Implements New Mandatory Safety Course for Off-Highway Vehicle Users

Due to new legislation starting January 2025, Arizona farmers and ranchers can expect a new measure to protect their lands from irresponsible off-highway vehicle (OHV) use. A mandatory safety course, developed by the Arizona Game and Fish Department (AZGFD) and offered online through the Arizona Department of Transportation Motor Vehicle Division (ADOT MVD), is being implemented to educate OHV owners about safe and respectful vehicle operations.
This initiative responds to concerns about the damage caused by OHVs to private and agricultural lands. The course, available at AZMVDNOW.gov and for non-residents at AZGFD.gov, includes a 10-minute video and a quiz on safe OHV handling principles and respecting property rights.
Farmers and ranchers have long faced challenges with OHVs tearing up crop fields and pastures, which can lead to significant economic losses and environmental damage. By requiring at least one owner to complete this training before vehicle registration or renewal, Arizona aims to curb these destructive behaviors and foster greater awareness among OHV users.
The course facilitates legal compliance and promotes a culture of responsibility and respect for the land. A decal on all OHVs after 2025 evidences course completion, allowing law enforcement to identify compliant vehicles easily and hold those who have not adhered to the rules accountable.
